What Quebec actually requires
The SAAQ does not administer a standalone French test for the permis de chauffeur autorisé. However, the CFTR exam includes bilingual signage and vocabulary questions even in the English version, and every official document (contravention, PDR de course, tarification grid) is in French only.
For passenger service, functional A2-level French — greetings, addresses, directions, payment terms — is the practical minimum.
